mkdir() requires sys/stat.h to be included. (LP: #601182)

Drop quilt build-dep -- dpkg-dev does the patching.

Depend on build-essential, dpkg-checkbuilddeps wants it unconditionally.

Recommend fakeroot as it's the default rootcmd of debuild and will break
the build with "fatal error at line 945: problem running fakeroot".

* Drop -l from all su invocations, they cause su to do nothing.
* Fix su quoting issues:
  + Some shell functions were called within su's environment and didn't
